Onboarding of dialysis facilities to HCQIS Access Roles and Profile (HARP) from EIDM

The Centers for Medicare & Medicaid Services (CMS) is transitioning from the existing Enterprise Identity Management (EIDM) system to HARP. HARP is a secure identity management portal provided by CMS. Facilities will continue to use EIDM to reach EQRS applications (such as CROWNWeb) as the goal of Phase 1 is to register HARP accounts. CMS automatically migrated all existing EIDM accounts and user roles to HARP.  

Individuals that have EIDM accounts today should register their HARP accounts with the same email address that was used with the EIDM account. The email address may be changed in HARP after the account has been registered.  

To complete the migration, EIDM account holders must: 

·         Log in to HARP using your EIDM credentials (https://harp.qualitynet.org/login/login)

·         Register a two-factor authentication device.  

·         Select a challenge question

CMS is aware there will be staff that do not have an EIDM account and will need to create a HARP account. Creating an account via HARP provides users with a user ID and password that can be used to sign into many CMS applications  

New users can create a HARP account by going to https://harp.qualitynet.org/register/profile-info. When creating a HARP account, users must:  Enter profile information, which includes name, date of birth, social security number, and home address. Create a user ID, password, and challenge question. Complete identity proofing via Remote Identity Proofing (RIDP) or manual proofing Set up two-factor authentication

Phase 2 is the provision of training by the ESRD Outreach, Communication, and Training (EOCT) Team beginning with a live interactive kickoff training on January 30, 2020. A second training session will be offered on February 13, 2020 and a third training will be provided on February 19, 2020. Any additional training dates will be announced. Phase 2 may occur concurrently with HARP onboarding in some ESRD Network service areas. 

HARP Go Live is the third and final phase of the onboarding process and will occur in February. After HARP Go Live, all users must log in to HARP to reach EQRS applications; EIDM may no longer be used.

    1. Sign in with HARP Credentials
    2. Request CROWNWeb Access
    3. Continue
    4. Search for organization (CCN works)
    5. Select Role (start with SO)
    6. Add
    7. Submit Request
